Emergency Weather Services
Extreme weather can quickly become life-threatening for individuals without safe shelter. Street Reach provides emergency weather services to help protect adults experiencing homelessness during dangerous cold, extreme heat, and severe weather events.
White Flag Emergency Shelter
Street Reach provides emergency overnight shelter for adults during dangerously cold weather, offering a warm sleep environment, hot meals, and select transportation.
Activation Criteria
Cold weather shelter is activated November 1st thru March 31st when forecasted temperatures between 7pm and 7am are 35°F or below, or 38°F or below with steady or heavy precipitation.
Shelter Operations
Eligibility: Adults 18+ only
Shelter Hours: 7:00 PM – 8:00 AM
Intake: 7:00 PM – 8:30 PM
Late Arrival: First responder escort

Enter through the parking lot on 5th Street.
Extreme Heat Cooling Center
During periods of dangerous heat, Street Reach may extend Community Resource & Stabilization Center hours to provide adults experiencing homelessness with a safe, air-conditioned place to escape prolonged exposure to extreme temperatures. A light evening meal is provided during Cooling Center operations.
ACTIVATION CRITERIA
- Activated when forecast heat index reaches 100°F or higher for two or more consecutive days.
- Opening announcements and hours provided through BAND Emergency Weather Alerts.
Severe Weather Shelter
Street Reach may open as an emergency shelter when significant severe weather threatens Johnston County and remaining outdoors creates an immediate safety risk for individuals experiencing homelessness.
- Activated during Level 4 or Level 5 severe weather threats
- Activated for tropical storms, hurricanes, or weather emergencies
- Activation decisions based on forecast conditions and safety
- Ensuring operator and guest safety is the primary consideration
Hours, shelter availability, and instructions are announced via BAND Emergency Weather Alerts.
WHO WE SERVE
Street Reach Emergency Weather Services are available to adults age 18 and older experiencing homelessness. We are unable to accommodate children.
Emergency Weather Services provide temporary protection during dangerous weather conditions. For ongoing resources, recovery support, referrals, and stabilization services, individuals are encouraged to connect with our Community Resource & Stabilization Center during regular operating hours.
